Minister of Communications to “Ta3heed”: Egypt Has Become the Preferred Destination for Global Outsourcing Companies

Dr. Amr Talaat, Minister of Communications and Information Technology (MCIT), affirmed that Egypt has achieved an unprecedented leap in the outsourcing and IT services industry in recent years, noting that this growth is the result of significant support from the political leadership and the state’s adoption of a clear strategy aimed at making Egypt a regional and global hub for outsourcing services.

In exclusive statements to the “Ta3heed” newsletter, Talaat explained that the intensive attendance of representatives from major international companies during the Global Outsourcing Summit—hosted by Egypt for the first time—reflects the increasing confidence in the local market and its ability to meet the demands of global institutions in terms of human competencies and advanced technological infrastructure.

The Minister added that the summit’s activities included the signing of agreements with 55 global and local companies to expand their investments in Egypt’s outsourcing industry, either through opening new headquarters in Egypt or increasing the volume of their investments by expanding the scope of their centers’ operations in the Egyptian market, relying on distinguished Egyptian competencies.

This reflects the attractiveness of the Egyptian investment environment and its unique competitive advantages in this industry, represented by qualified human capital, advanced digital infrastructure, and a strategic geographical location.

He pointed out that these agreements will provide 75,000 new job opportunities, which enhances the efforts made to expand the base of workers in this promising industry.

Talaat noted that the outsourcing industry has become one of the fundamental pillars of the state’s digital transformation strategy, within a vision that aims to transform the ICT sector from a service sector into a productive one that generates tangible economic returns and contributes to increasing Egypt’s digital exports.

He added that the Ministry is working on implementing the Outsourcing Industry Development Strategy, which aims to quadruple the number of workers and digital exports over the coming years.

He clarified that the state has multiplied the number of trainees in this sector from only four thousand eight years ago to about 800,000 trainees annually at present, reflecting the scale of investment in developing human skills and qualifying youth for the local and global market.

The Minister revealed that the government is adopting a package of incentives to support global companies operating in outsourcing and IT services, including support for training and employment, and the reimbursement of export burdens to encourage companies to expand and open new markets from within Egypt.

He explained that government efforts resulted in the addition of about 60,000 new specialists to the outsourcing labor market by the end of 2024, and the volume of Egyptian digital exports also doubled during the period from 2022 to 2024, which reinforces Egypt’s position as a major center for providing global business services.

He hinted that the ICT sector continues to achieve growth rates ranging between 14% and 16% annually, which has led to an increase in its contribution to the GDP from 3.2% in 2018 to about 6% in 2025.

The Minister confirmed that Egypt has ranked first in Africa for the average fixed internet speed for the fifth consecutive year, and Cairo has been listed among the most important cities for innovation and entrepreneurship globally.

This strengthens the confidence of international investors and makes Egypt the preferred destination for outsourcing companies looking for efficiency, stability, and sustainable growth.
