A Surge in Digital Exports and Job Creation: The BPO Industry’s Harvest Under Amr Talaat’s Tenure (2018–2026)

Egypt’s Information and Communications Technology (ICT) sector, led by the outsourcing industry, has witnessed an unprecedented boom between 2018 and 2026.

Under the integrated strategy spearheaded by Dr. Amr Talaat, Minister of Communications and Information Technology, Egypt has successfully transitioned into a premier regional and global hub for outsourcing and digital service exports.

The Digital Export Leap: Breaking Records
According to official performance indicators, Egypt’s total digital exports doubled to reach $7.4 billion in 2025, compared to $3.3 billion in 2018—a staggering 124% growth rate. This leap underscores Egypt’s enhanced capacity to deliver competitive digital services to global markets.

At the heart of this surge, the Outsourcing (BPO) sector emerged as the primary growth engine. Outsourcing exports rose from $1.8 billion in 2018 to $4.8 billion in 2025, reflecting a massive increase in cross-border operations conducted from Egypt for global corporations in fields such as contact centers, IT services, technical support, and software development.

Global Investment and Infrastructure Growth
The ministry’s efforts to attract Foreign Direct Investment (FDI) have yielded significant results:

Multinational Expansion: The number of global companies specializing in service exports from Egypt jumped from 60 in 2018 to 240 companies in 2025.

Operational Demand: Occupancy rates in technological zones soared to 83% in 2025, up from 33% in 2018, driven by the expansion of innovation hubs and digital clusters across various governorates.

Job Creation: Empowering the Youth
The sector has solidified its position as a top employer for Egyptian youth. Between 2023 and 2025 alone, 84 agreements were signed with international firms, resulting in the creation of approximately 110,000 new jobs. These roles span foreign languages, customer experience, digital transformation, and advanced technology.

Economic Impact and International Rankings
The ICT sector has become the highest-growing sector in the state, with an annual growth rate ranging between 14% and 16%. Its contribution to the national GDP rose from 3.2% in 2018 to over 6% in 2025.

Egypt’s global standing has also seen a dramatic improvement:

Government AI Readiness: Egypt climbed from 111th place in 2018 to 51st globally in 2025, reflecting the institutional and technical maturity required to adopt AI in high-value outsourcing.

Digital Government Maturity: In the UN rankings, Egypt moved from Class “C” (ranked 132nd) in 2018 to Class “A” (ranked 32nd) in 2025, signifying a successful digital transformation of the business environment.

From Traditional Support to Knowledge-Based Industry
These indicators confirm that under Dr. Amr Talaat, the outsourcing industry has evolved from traditional contact center activities into a knowledge-based strategic industry.

It is now powered by AI, advanced analytics, and specialized digital services, enhancing Egypt’s competitiveness in global value chains.

Leveraging its strategic location, competitive operational costs, and a multilingual, tech-savvy workforce, Egypt has officially become a dominant player in the global outsourcing market.

The achievements recorded between 2018 and 2026 represent a structural shift that cements Egypt’s legacy as a global destination for technology and service exports.
