Global automotive software company Luxoft aims to transform Egypt into a major hub for its operations within two to three years, Amr Taher, the company’s Egypt director, said.
Taher said in his interview with the “Ta3heed” newsletter that his company plans to reach 1,000 employees in its Cairo office by 2028, explaining that Luxoft’s focus is on European countries and has recently moved to the Chinese market and the Gulf countries.
He praised the support provided by the Ministry of Communications, the Information Technology Industry Development Agency (ITIDA) and the Information Technology Institute (ITI) in training and qualifying human cadres in the industry.
How does Luxoft see growth opportunities in the Egyptian market?
Egypt is a huge market that includes highly qualified human cadres and competencies, but the prices of services have witnessed a noticeable increase during the recent period due to the high inflation rate, which in turn affected salary levels and made competition more difficult with the countries of Eastern Europe in addition to India, which has become less expensive than us.
However, Egypt’s possession of distinguished human cadres and a unique geographical location puts it in a competitive position with other countries.
Where do the opportunities lie in the field of automotive software development? And what is the expected growth in the Egyptian market?
The automotive industry has been going through a very difficult period recently due to the economic crisis that all countries of the world are witnessing, and I believe that we are candidates to emerge from its repercussions starting in 2026.
2025 still holds more growth opportunities, so the company decided to cooperate with the Information Technology Institute (ITI) affiliated with the Ministry of Communications and enter the Android software systems activity for cars, especially since all manufacturers are currently moving towards switching from Linux to Android due to its low cost and ease of adapting it according to their needs and obtaining all the advantages and global applications of Google.
I expect this year to be promising in automotive software systems and their cybersecurity solutions, and the cooperation with the Information Technology Industry Development Agency (ITIDA) and the ITI Institute will bear fruit on the ground.
I spoke with Dr. Heba Saleh, Director of the Information Technology Institute, to cooperate with Luxoft in launching another new batch for Android, and another for cybersecurity solutions and technical and AI-related tests.
Is Luxoft considering transforming the Egypt office into a regional center to export its digital services to other markets?
The company’s focus is primarily on European markets, and Luxoft has recently turned to the Chinese market and the Gulf countries.
Luxoft’s new Egypt office is located in the Fifth Settlement area, and the company aims to transform Egypt into a center for exporting its digital services as the Russian-Ukrainian war continues, and the volume of market operations increases.
When does the company intend to implement this ambitious plan?
Luxoft started its work in Egypt in 2022 and the company was able to reach 220 employees in the past two years and aims to increase and aims to increase the number to 400 by the end of this year with a plan to reach a thousand and transform Egypt into a main center for its operations within a period of time ranging between two to three years.
How does the partnership with “ITIDA” enhance Luxoft’s plans to expand in Egypt?
Eng. Ahmed El-Zaher, Chairman of ITIDA, provides all the assistance Luxoft needs, especially in customs facilities, especially since we, as a company working in automotive software systems, need hardware components to conduct technical tests on them from customers to ensure their efficient operation.
The company is now able to bring any components from car manufacturers to test its systems on them without the need for an import card.
On the other hand, Luxoft can also play a pivotal role in developing the skills of cadres and raising the capabilities of new graduates or university students through training courses for recent graduates through cooperation with Dr. Heba Saleh, Director of the Information Technology Institute (ITI).
In Egypt, there are many competencies with diverse skills, but investing better in university students ensures a promising future for the country, in addition to the fact that this segment of young people has enthusiasm and the ability to learn and increase productivity, unlike those with experience who may have reached the stage of saturation with knowledge.
“ITIDA” and the ITI Institute strongly support this trend under the leadership of Dr. Amr Talaat, Minister of Communications, who pays great attention to the file of developing and training human cadres compared to the governments of other countries.
How does Luxoft plan to partner with Egyptian universities?
Amr Taher: The company aims to conclude partnerships with public and international universities such as Cairo, Ain Shams, German and American universities by the end of 2025 to help students prepare their graduation projects that can be used in Luxoft’s research and development plans.
What are the challenges facing the work environment in the Egyptian market?
India has become more competitive in the price of providing outsourcing services compared to Egypt, which has witnessed large and unjustified increases in costs at all levels, such as infrastructure and human labor salaries.
However, there is still an opportunity for companies in Egypt to move towards all parts of the republic, and in this regard, Luxoft accepts appointments from all governorates, especially since its work system does not require physical attendance at the office on a regular basis.

Luxoft is part of the DXC Group, and the company currently operates in 29 countries and 57 cities and serves 430 clients.
