Silicon Waha Signs MoU with Russia’s Skolkovo at Startup Village 2025

Hashim Mansi, CEO of Silicon Waha, participated in the Startup Village 2025 conference, one of Russia’s most prominent forums for innovation and entrepreneurship.

The event took place at the Skolkovo Innovation Center in Moscow, with broad participation from entrepreneurs, investors, and decision-makers from around the world.

Mansi took part in two key sessions: “Beyond Borders: How Tech parks Create Global Bridges for Technology” and “Tech Diplomacy.”

He emphasized the importance of international cooperation in building integrated and sustainable innovation environments.

The first session, “Beyond Borders,” discussed the role of technology zones in fostering international collaboration by creating joint platforms for research and development, facilitating the entry of startups into new markets, and unifying innovation policies.

Mansi showcased Silicon Waha’s experience in establishing technology parks in governorates and connecting them to international innovation networks.

Hashim Mansi stated, “Technology parks are no longer just local infrastructure; they have become bridges for global communication.

Through international cooperation, we can build innovation environments that reach the communities most in need.”

The second session, “Tech Diplomacy,” addressed the growing role of diplomacy in shaping the future of global technology, especially concerning the free movement of talent and the standardization of technical norms.

Mansi presented his vision on Egypt’s increasing role in the tech diplomacy landscape and how Silicon Waha contributes to linking the government, universities, and the private sector within an integrated innovation vision.

He explained, “Tech diplomacy is not just about negotiation; it’s about creating mutual value built on trust, shared vision, and integrated infrastructure.”

In the context of the ongoing partnership with the Skolkovo Foundation and Technopark, Hashim Mansi said, “Silicon Waha is proud to collaborate with the Skolkovo Foundation and Technopark to develop smart and scalable innovation environments.”

He continued, “This cooperation allows us to design shared infrastructure, services, and programs that empower startups and drive technological progress.

We believe this partnership will set a model for international collaboration in developing innovation systems and will strengthen strategic ties between Egypt and Russia in the fields of science and technology.”


During the event, a Memorandum of Understanding (MoU) was signed between Silicon Waha and the Skolkovo Foundation and Technopark.

This MoU aims to launch joint programs to support entrepreneurship, exchange expertise, and facilitate the entry of startups into international markets.

This agreement represents a practical step towards building a cross-border innovation ecosystem based on cooperation and integration.

This participation reflects Silicon Waha’s commitment to supporting Egypt’s regional and international role in innovation and fostering digital transformation through effective strategic partnerships.
